GCAAR supports Pets in Housing Amendment Act of 2024

The Pets in Housing Amendment Act of 2024, which became law on March 21, 2025, prohibits D.C. landlords from banning certain dog breeds, while also requiring at least one D.C. low-barrier shelter to allow unhoused residents to bring their pets. It also caps pet fees. This legislation was introduced on December 12, 2025 and the bill hearing was held on January 13, 2026.

While GCAAR was against the Pets in Housing Amendment Act of 2024, the discussion on the bill raised concerns about insurance penalties housing providers could face when allowing various breeds of dogs to live in their units. The new bill introduced in 2025 (named Pets in Housing Amendment Act of 2025) addresses that concern.

However, insurance companies can still charge exorbitant premiums for multifamily buildings that admit dog breeds perceived as dangerous, making it financially challenging for landlords to lift breed bans. The bill ensures that landlords who lift their breed bans pursuant to the original legislation do not have to fear higher premiums or coverage denials from insurers.

GCAAR's D.C. Public Policy Committee supports the clarification bill and submitted testimony to the D.C. Council Committee on Housing to reflect this stance.
